Online Jobs in Pakistan

Online work is the most searched route into paid work in Pakistan, and most guides to it stop at a list of platforms and skills. This one starts where those stop: what the platform keeps, how dollars reach a Pakistani bank account, what the State Bank lets you hold in foreign currency, and what is taxed on the way in. Those four things decide what you actually earn from the same order.

Where Pakistan Actually Stands

You will read that Pakistan is "one of the world's leading freelancing hubs" or among the "top freelancing countries globally". Neither phrase comes from a named measurement. What is on record is narrower and more useful.

On 24 August 2019, Pakistan's Board of Investment reported that Payoneer's Global Gig Economy Index ranked Pakistan the fourth fastest-growing freelance market in the world, with 47 per cent growth in freelance earnings in the second quarter of 2019 compared with the same quarter a year earlier. The index was based on a sample of more than 300,000 freelancers in Payoneer's own network.

Two things follow. It is a growth ranking, not a ranking of size, so it says Pakistani freelancers' earnings were rising quickly rather than that Pakistan had more freelancers than anywhere else. And it is from 2019, measured by one payment company. It is a genuine signal that the market is real; it is not a reason to expect any particular income.

The Earnings Bands Have No Source

The figures that circulate for this work are PKR 20,000 to PKR 50,000 a month for beginners and PKR 60,000 to PKR 150,000 or more for skilled freelancers. No survey, statistics bureau or platform publishes either band. They describe what some people earn, which is not the same as what a beginner should expect.

The more useful comparison is the legal minimum for salaried work. In their 2026-27 budgets, Sindh raised its minimum wage from PKR 40,000 to PKR 43,000 a month, Khyber Pakhtunkhwa proposed raising it by PKR 5,000 to PKR 45,000, and the federal budget proposed a ten per cent increase. Confirm the notified rate for your province with its labour department before relying on it.

Set against those figures, the bottom of the beginner band is less than half a month's minimum wage. That is not necessarily wrong for part-time work in the first months. But it is the point to hold on to: freelance income has no minimum at all. A minimum wage protects an employee; a freelancer who wins no orders this month earns nothing, and a freelancer who underprices earns less than a salaried beginner would.

What the Platform Keeps Before You Are Paid

Freelance marketplaces are not free to sell on. They take their fee out of every order, and the figure you quote a client is not the figure you receive.

  • Fiverr. Fiverr's commission is 20 per cent of the order amount. Where you offer a client a discount or coupon, Fiverr's share is calculated on the discounted price and the discount comes out of your side. A 100-dollar order pays you 80 dollars.
  • Upwork. The freelancer service fee ranges from 0 per cent to 15 per cent per contract. Upwork shows you the percentage when a client sends an offer or when you submit a proposal, and once a contract begins the fee is fixed. At 10 per cent, a 100-dollar contract pays you 90 dollars.

If you need 20 dollars an hour and your Upwork fee on a contract is 10 per cent, you have to bill about 22.22 dollars, which is the same example Upwork uses in its own help centre.

Getting Paid: PayPal Is Not an Option

PayPal's own list of the countries and regions it serves does not include Pakistan, so a Pakistani freelancer cannot open an account to receive client payments. A client who insists on PayPal either does not know the market or is not a client.

The routes that work are a payment service such as Payoneer, withdrawn to your Pakistani bank account, and direct bank remittance from the client or platform. Whichever you use, the money should land in a bank account in your own name. That is what makes the income declarable, and it is what the State Bank's freelancer rules and FBR's lower tax rate are built around.

The State Bank's Freelancer Accounts

The State Bank of Pakistan issued a framework for freelancers' bank accounts in BPRD Circular No. 5 of 2023, announced on 23 October 2023. Under it:

  • Freelancers can open accounts digitally or in a branch, at their choice, with minimum documentation.
  • An Exporters' Special Foreign Currency Account is opened at the same time as the primary rupee account.
  • Freelancers can keep 50 per cent of their export proceeds or USD 5,000 a month, whichever is higher, in that foreign currency account. For IT exporters generally, the same announcement raised the retention limit from 35 per cent to 50 per cent.
  • Payments can be made from the foreign currency account without approval from the State Bank or the bank, and banks were told to facilitate debit cards for it.

On 6 April 2026 the State Bank added further measures for IT exporters and freelancers:

  • No more Form R for every export transaction. You give a one-time declaration of the services you provide abroad when you open the account, and the bank tags your transactions accordingly.
  • A maximum turnaround of one working day for processing inward export receipts and outward remittances from the foreign currency account.
  • The threshold for obtaining Form R was raised to transactions above US$25,000.

Why it matters to you: holding half your earnings in dollars lets you pay for software subscriptions, courses and tools abroad without converting twice, and a correctly declared export account is what the lower tax rate below depends on. Ask your bank specifically for a freelancer account with an Exporters' Special Foreign Currency Account attached.

Tax: 0.25 Per Cent or 1 Per Cent

Export proceeds from computer software, IT services and IT-enabled services are taxed under section 154A of the Income Tax Ordinance. FBR's withholding tax rate card, updated for the Finance Act 2025, sets the rate for tax years 2024 to 2026 as follows:

  • 0.25 per cent for persons registered with the Pakistan Software Export Board.
  • 1 per cent in any other case.
  • Both rates are doubled, to 0.5 per cent and 2 per cent, for anyone not on FBR's Active Taxpayers' List.

The Finance Bill 2026 changes that end year from 2026 to 2029 in the same entry, extending the rate. PSEB itself states the difference plainly: registered exporters pay 0.25 per cent tax on export proceeds of IT and IT-enabled services, against 1 per cent for those not registered.

On a thousand dollars of export income, that is 2.50 dollars with PSEB registration and filing, 10 dollars without registration, and 20 dollars if you are not on the Active Taxpayers' List. The amounts are small next to a platform fee, but the gap between them is a factor of eight, and registering and filing are what close it. Whether a particular service counts as IT-enabled is decided through PSEB registration, so confirm it there rather than assuming.

Freelancing or Remote Employment

"Online jobs" covers two arrangements that pay very differently.

  • Freelancing. You sell projects or hours to clients, usually through a platform. You set the price, the platform takes its fee, and there is no minimum wage, no fixed pay date and no notice period. Income is uneven until you have reviews and repeat clients.
  • Remote employment. A company employs you to work from home on a salary and a schedule. A Pakistani employer's full-time role is covered by the provincial minimum wage; a foreign employer's terms are whatever your contract says, so read it.

Neither is better in the abstract. A beginner who needs predictable money is usually better served by an employed remote role, and freelancing is easier to add once you have a skill someone has already paid for. The Work Itself

  • Writing and content. Articles, website copy, product descriptions and editing. Low barrier, heavy competition at the bottom.
  • Graphic design and video editing. Logos, social media graphics, thumbnails and short-form video. A portfolio decides everything.
  • Web and software development. WordPress, Shopify, front end and full stack. The clearest fit for PSEB registration and the 0.25 per cent rate.
  • Digital marketing. SEO, social media management and paid advertising, often on a monthly retainer.
  • Virtual assistance and customer support. Email, scheduling, chat and ticket support, frequently as a contract role for one client.

The Scam Shape to Recognise

The most common fraud around this search does not look like a job advertisement. It looks like easy tasks — liking videos, rating products, writing reviews — offered on WhatsApp or Telegram, with a small payment for the first few to build trust. Then the tasks start requiring a deposit, a "recharge" or a fee to unlock higher commission or to withdraw what you have supposedly earned.

The rule that catches all of it: money flows from the client to you, never from you to the client. No genuine client, platform or employer asks you to pay to receive work or to release your earnings. The platform fee is taken from what you earn, not paid in advance. If you are asked to send money first, stop, and do not send more to recover what you have already sent.

A Money Checklist Before Your First Order

  • Price after the fee. 20 per cent on Fiverr; check the Upwork percentage on each offer before you accept it.
  • Open the right bank account first. Ask for a freelancer account with an Exporters' Special Foreign Currency Account attached.
  • Get an NTN and file your return. Being on the Active Taxpayers' List halves the tax rate that applies to you.
  • Register with PSEB if what you sell is software, IT or IT-enabled services.
  • Agree the amount, currency, method and date in writing before starting any work outside a platform.
  • Never pay to receive work. Every genuine arrangement pays you, not the other way round.
