The UAE is the Gulf's largest market for accountants. Corporate tax, VAT, mandatory audits and a national e-invoicing system have created steady demand for finance staff in Dubai, Abu Dhabi and the free zones. It is also a market where the common advice treats a legal obligation as a perk, a qualification as a licence, and a tax-free salary as tax-free everywhere.
The Work Visa Is the Employer's Legal Cost
Guides say "many companies actively hire and sponsor visas for qualified accountants", as if sponsorship were a favour some employers grant. On the UAE mainland it is not optional. Under Federal Decree-Law No. 33 of 2021, the labour law, an employer needs a work permit from the Ministry of Human Resources and Emiratisation (MOHRE) before employing anyone, and may not charge the worker recruitment or employment fees and costs, directly or indirectly. Free zone employers issue visas through their free zone authority instead, on the same principle.
So any recruiter or employer asking you to pay for your visa, your work permit or a "placement fee" is asking you to pay a cost the law puts on the employer.
There is also a route that does not depend on an employer's visa at all. The Green residence visa is a five-year, self-sponsored residence for skilled employees. It needs a UAE employment contract, a job at MOHRE skill level 1, 2 or 3, a bachelor's degree and a salary of at least AED 15,000 a month. A senior accountant or finance manager at that salary can qualify.
A Qualification Is Not a Licence to Sign
Guides list ACCA, CPA, CMA and CA as the qualifications for senior roles. Employers do prefer them. But two kinds of accounting work in the UAE need something no overseas qualification gives you on its own.
Signing audit reports
External audit is a licensed profession under Federal Decree-Law No. 41 of 2023 on the accounting and auditing profession. Nobody may practise without a licence from the Ministry of Economy and Tourism, and audit work has to go through a licensed firm. Practising without a licence, or signing a report you did not prepare or supervise, carries at least three months in prison and a fine of AED 100,000 to AED 2,000,000.
To join the Ministry's register of practising auditors, an individual needs:
- A bachelor's degree in accounting, or another degree with at least 15 credit hours of accounting
- A valid fellowship certificate from the Emirates Association of Accountants and Auditors, whose programme gives exemptions to ACCA, AICPA, ICAEW and CICA holders
- At least five years of audit experience after qualifying, good conduct and liability insurance
- For non-citizens, an additional one to three years depending on experience abroad
A newly arrived accountant, however well qualified, therefore cannot sign audit reports. Audit associate and internal audit jobs are open to you; signing partner work is not, until you meet those conditions.
Acting as a tax agent
Companies do not have to appoint a tax agent, but anyone who acts as one must be registered with the Federal Tax Authority. The FTA asks for a degree in tax, accounting or law (or any degree with a recognised international tax certification), at least three years of recent relevant experience, proof of Arabic and English proficiency, a good conduct certificate, a pass in the FTA tax agent exam and professional indemnity insurance. Registration only becomes active once a registered tax agency appoints you. The government-funded UAE Tax Agent Programme is for UAE nationals only.
The Tax Deadlines Behind the Hiring
Guides say corporate tax and VAT have increased demand, without a single date. The dates are what an accountant is hired to meet:
- Corporate Tax. 9 per cent on taxable income above AED 375,000, and 0 per cent below it, for financial years starting on or after 1 June 2023. Qualifying Free Zone Persons pay 0 per cent on qualifying income.
- Small Business Relief. Businesses with revenue of AED 3 million or less can elect it. It has been extended to tax periods ending on or before 31 December 2029.
- Audited financial statements. Compulsory, for tax periods starting on or after 1 January 2025, for companies with revenue above AED 50 million and for every Qualifying Free Zone Person, whatever its revenue.
- Domestic Minimum Top-up Tax. A 15 per cent minimum for multinational groups with global revenue of at least EUR 750 million, from financial years starting on or after 1 January 2025.
- VAT. 5 per cent since 1 January 2018, with mandatory registration above AED 375,000 of taxable supplies.
E-invoicing: the next deadline
The UAE's national e-invoicing system rolls out in stages:
- From 1 July 2026: a pilot group invited by the Ministry of Finance, and any business that joins voluntarily.
- Revenue of AED 50 million or more: appoint an accredited service provider by 30 October 2026 and go live by 1 January 2027.
- Revenue below AED 50 million: appoint a provider by 31 March 2027 and go live by 1 July 2027.
- Government entities: go live by 1 October 2027.
An accountant who can talk through e-invoicing readiness — data fields, provider selection, and changes to the invoicing process — is ahead of most candidates in 2026 interviews.
Tax-Free in the UAE, Not Necessarily at Home
The UAE does not levy income tax on individuals, so your salary is not taxed there. But "tax-free" stops at the border. Your home country decides whether you are still its tax resident:
- India. An Indian citizen who leaves India for employment abroad is resident for a tax year only if they spend 182 days or more in India. A separate deemed-residence rule can apply to citizens with more than Rs 15 lakh of Indian income who are not liable to tax in any other country.
- Pakistan. You are resident if you spend 183 days or more in Pakistan in the tax year, or 120 days or more with 365 days over the previous four years.
Visits home, remote work from home and income left in your home country all count. Check your position with a tax adviser in your own country before your first year abroad ends.
Reading the Salary Offer
Guides quote accountant salaries in four bands: AED 4,000 to 7,000 a month for junior accountants, AED 7,000 to 12,000 for senior accountants, AED 8,000 to 14,000 for tax accountants and auditors, and AED 15,000 to 25,000 or more for finance managers. No official pay data exists for these titles, so treat them as advertised ranges rather than a benchmark.
Two facts matter more than the headline number:
- There is no general minimum wage for private sector employees. The only official salary floor is the AED 6,000 a month that, from 1 January 2026, an Emirati must be paid to count towards a company's Emiratisation target. It does not apply to expatriate staff.
- End-of-service gratuity is calculated on basic salary only — 21 days' basic pay for each of the first five years and 30 days for each year after. DIFC and ADGM Are Different Jurisdictions
Guides list DIFC alongside DMCC and JAFZA as free zones hiring accountants. For your contract, they are not alike. The Dubai International Financial Centre has its own Employment Law and replaces end-of-service gratuity with DEWS, a workplace savings plan. Abu Dhabi Global Market also has its own Employment Regulations 2024, in force since 1 April 2025. An offer from a bank or advisory firm in either centre follows those rules, not the federal labour law.
The Roles You Will See
- General accountant. Bookkeeping, invoicing, reconciliations and monthly reporting, usually in trading, real estate and service companies.
- Senior accountant. Financial statements under IFRS, audit support and supervising junior staff.
- VAT and corporate tax accountant. Returns, registrations, tax provisions and e-invoicing preparation.
- Audit associate. External audit at a licensed firm, working towards the conditions for the practising register.
- Internal auditor. Controls and risk reviews inside a company. No practising licence is needed.
- Finance manager or chief accountant. The whole finance function, often the level at which the Green visa salary is reached.
Dubai has the most roles, followed by Abu Dhabi, where government-linked companies and banks hire heavily. Sharjah and the northern emirates hire for manufacturing, trading and SME accounting.

Is an accountant's salary in the UAE tax-free?
